Cedar Co., Iowa. He eventually settled in San Diego. Cal.

The History of Cedar Co., Iowa, on googlebooks reports he was president of West
Branch Bank, formed in 1875, also sold land to school board in 1853. Early settler,
1853 in West Branch, built third house, in 1853, started a general store, then the first
storehouse, later he sold it and went to Kansas, it says Joseph Steer, attorney, laid
out a village in 1869 (same Joseph Steer? Another googlebook, A Topical History of
Cedar County, Iowa says he was acting for someone so perhaps he was attorney in
the agency sense) Also operated a store in Springdale. Per second book, he arrived
with, among others, Eli Hoover, grandfather of Herbert Hoover. Along with several
others, incorporated the town.
