Rollins was chief of Federal Communication Commission's public safety and amateur 
division from 1950 till his death. He had also operated a Springfield, Massachusetts 
ham radio station at the age of 15 and worked with FCC monitoring activities and later, 
supervised FCC's central Atlantic area radio intelligence division. He died following 
two operations which were complicated by pneumonia.
