Helen Amerman Manning died January 30, 2009, in Fremont at age 92. A native of 
New Jersey, Mrs. Manning spent three years during World War II at the Minidoka War 
Relocation Authority project near Twin Falls, Idaho. As a result of the experience of 
living in a community of some nine thousand persons of Japanese ancestry who had 
been evacuated from the West Coast, she decided to enter the field of intergroup 
relations . She earned a doctorate in race relations at the University of Chicago and 
was active in the National Association of Intergroup Relations Officials. In 1959, Mrs. 
Manning was appointed Director of Relocation with the Oakland Redevelopment 
Agency . Thereafter she held a number of positions with local agencies and consulting 
firms in connection with housing and community development programs. In 1969, she 
married John E. Manning. After retirement, Mr. and Mrs. Manning were active 
volunteers (for fifteen and thirteen years, respectively) in the American Association of 
Retired Persons' Tax-Aide program. They helped low- and moderate-income senior 
citizens prepare their federal and state income taxes. Mr. Manning died in 1999. Mrs. 
Manning is survived by her nephew, Warren Amerman, Jr., of Monson, Massachusetts; 
her sister-in-law, Mrs. Louise G. Amerman of Agawam, Massachusetts; and cousins, 
Mrs. Barbara H. Bean of Ashland, Oregon, and Stephan A. Millar of Fremont. Gifts in
