Frank White Smith of Boulder died of natural causes on Sunday, Feb. 2, 2003, at his
home. He was 74.
The son of Palmer Smith and Martha Baynes Smith, he was born Oct. 20, 1928, in
Washington, D.C. He married Imogene Creech on June 14, 1958, in Bethesda, Md.
Mr. Smith served in the Navy.
He earned his bachelor's degree in economics from George Washington University
and a master's degree in public administration at the University of Colorado.
Mr. Smith moved to Boulder in 1966 from Bethesda.
He worked at the Department of Commerce's Coast and Geodetic Survey, where he
helped organize the National Oceanographic and Atmospheric Administration from
among several Federal agencies during the Johnson administration. He also helped
clear funding for the department's Institute for Telecommunication Sciences at
Boulder, by writing an OMB Issue Study, "Telecommunications, 1971."
After retiring, he joined Ball Aerospace as a project administrator. Retirement from
Ball led him to work on resolving metropolitan Denver's plutonium vulnerability from
Rocky Flats and final disposition of weapons-grade plutonium as reactor-fuel in
nuclear plants.
Mr. Smith was a member of Sigma Xi and a member and lay reader at St. John's
Episcopal Church.
Survivors include his wife of Boulder; three daughters, Sara P. Whiteside of Golden,
Elizabeth M. Smith of Tuba City, Ariz., and Cary B. Sandoval of Northglenn; a brother,
Palmer Smith of Seattle; three grandchildren; and three step-grandchildren.
A memorial service, including interment of ashes, will be at 3 p.m. Saturday at St.
John's Episcopal Church, 1419 Pine St., Boulder. The Rev. Rol Holverstock of the
church will officiate. The service will conclude with a reception at the church.
