North Dakota Governor. He graduated from the University of Illinois 1880 with a 
degree in civil engineering. In 1882, he moved to the Dakota Territory, serving in the 
National Guard from 1891 to 1901. Politically a Republican, he served in the State 
House of Representatives for one term, from 1890 to 1892 and two terms in the State 
Senate from 1892 until his resignation at the start of the Spanish American War. As a 
major in the First North Dakota Volunteer Infantry, he served in the Philippines and 
was awarded the Silver Star on October 11, 1924 for "gallantry in action against 
Insurgent forces at Manila, Luzon, Philippine Islands on February 5, 1899." He was 
elected Governor in 1900 and is the first governor to serve two terms, from January 
10, 1901 to January 3, 1905. He eliminated the state deficit during his administration 
and is credited with building the north wing of the old capital building. He organized 
the Middlewest Fire Insurance Company and served as its president until 1913; served 
on the North Dakota Board of Regents from 1915 to 1917; and organized Middlewest 
Loan and Trust Company, serving as its president until the start of World War I. Called 
into federal service on July 15, 1917, Colonel White served in France from April 6, 
1918 to June 6, 1919 and was discharged from active service six days later. 
Appointed US Treasurer, he served from 1921 to 1928 when he resigned to become 
president of Southern Mortgage Guaranty Corporation at Chattanooga, Tennessee. He 
was living in Chevy Chase, Maryland at the time of his death. (bio by: Thom Painter)
