	Francis is a watchmaker and jeweler, but he has semi-retired from that 
business. In 1969, Francis, a Democrat, was elected mayor of Oxford, Pa.; he was 
re-elected in 1973 and resigned effective Dec. 31, 1974. He also was police 
commissioner. Francis has been very active in Boy Scouts of America.
	In 1981, Francis and Elsie lived at 749 Market St., Oxford, Pa. 19565.
