per Tooke v Comr. TC Memo 1977-91 (and other sources), he was Chief Deputy in 
Alameda County Assessor's Office, and "was also a recipient of illegal payments from 
the partnership." He informed petitioner (Tooke) that he would give Tooke's clients 
special treatment. In 1963 Feragen was elected Assessor and held position through 
1964. He was indicted, and on April 14 1966 convicted of taking bribes from Tooke.
