In 1852 19 Aug, a Jose Manuel R. Deporras, from Spain, declared intention to become 
a citizen. (ancestry.com). He is listed in the "National almanac and annual record" as 
a consular official for New Grenada, in Philadelphia, as of Nov 1862. In another book 
he is listed as working for the consulate of the US of Columbia. Considering there are 
Americans (e.g. SM Waln) also listed, he is probably an employee. That book is 1869, 
another in 1855 (New Granada), another 1854, same place
Passport Apps on ancestry: passport issued to him, a naturalized citizen, in Phila. 18 
Feb 1853, age 44, 5'9.25" hazel eyes, black hair, dark complexion
